MANILA — The Philippines’ stock exchange suspended trading on Wednesday as the Manila capital region faces inclement weather, including heavy rains that resulted in flooding in some areas because of Typhoon Carina. (International name:Gaemi.) The presidential office suspended classes at all levels and work in most government offices in the capital region, which is composed of 16 cities and home to at least 13 million people, because of the tropical storm.
