Pune is the epitome of corruption of filthy Marathi politicians, gaav gundas, and even more corrupt sarkari babus. Everyone has exploited Pune to its core. The land mafias there are astonishingly real and owned by politicians.

You have the freedom to drive in whichever direction you choose. You have the luxury of getting water delivered to your doorstep through tankers. You are allowed to encroach any place you like and on top of that blame the migrant population for your problems.
