Thursday, January 23, 2025 The National Business Aviation Association (NBAA) has addressed upcoming changes planned by the Transportation Security Administration (TSA) to its Twelve-Five Standard Security Program (TFSSP). These updates will impact public charter flights operating under 14 CFR Part 380 and FAR Part 135 regulations. “NBAA is carefully analyzing the TSA’s changes to public charter security,” said NBAA Senior Vice President, Safety, Security, Sustainability and International Operations Doug Carr.

“Because of the classified nature of the TFSSP, we cannot comment on the details of our internal review, but we look forward to working with TSA to ensure the new program requirements are workable for the diverse operational profile of our sector, and that operators clearly understand the new mandates.” The TSA announced earlier this month a series of changes to its Twelve-Five Standard Security Program (TFSSP), marking the culmination of a long development process. Last year, the agency revealed its collaboration with the Federal Aviation Administration (FAA) to reassess security protocols for public charter flights, responding to calls from industry stakeholders for more airline-aligned requirements.



The TFSSP outlines TSA security protocols for operators of aircraft with a maximum certified takeoff weight exceeding 12,500 pounds. Founded in 1947 and headquartered in Washington, DC, the National Business Aviation Association (NBAA) serves as the premier organ.
