Pune: A high-level committee’s recommendation to reduce documents for deemed conveyance has been awaiting state govt’s nod for the last eight months. The state cooperation department reminded the govt of the committee’s recommendation to reduce the required documents from ten to seven early this month. “The recommendations were submitted last year, and we have been following up on it with the state govt.
The state housing department and cooperation department have to take a joint decision to clear the proposal,” a senior official of the cooperation department told TOI on Wednesday. The proposal was placed before the state govt for discussion early this month, with hopes of clearance ahead of announcement for state assembly election, the official added. Committee members said they reduced the documents for convenience of societies, considering that 62% of registered cooperative housing societies in the state still lack deemed conveyance or land ownership.
Of the state’s 1.25 lakh registered housing societies, 78,116 do not have deemed conveyance, while only 47,700 societies have it. “The committee’s report is yet to be implemented because there has been no guideline from the state govt,” another senior official of the state cooperation department said.
The eliminated documents include resolution for deemed conveyance in the general body meeting, a list of all flat owners’ stamp duty receipts, and a legal notice to the builder regarding deemed conveyance. Advocate Shreeprasad Parab, expert director, state housing federation, said the state govt should address housing society issues for members' welfare as their formation is now a fundamental right. S Surve, a managing committee member of a housing society, said that the state government should speed up the proposal, so more societies can get deemed conveyance.
