The site is a three storey office block occupying a corner plot at the junction of Great Victoria Street and Wellwood Street. It is finished in red brick, flat roof with large expanse of glazing. Under the plans, the ground floor will host a reception area, while potential uses inside are expected to include opticians, pharmacy, dental surgery, GP clinics with treatments rooms and laboratories.

External alterations to the property are proposed, mainly for aesthetic purposes. A communal café is also lined up for the third floor. According to a report by Belfast Council planning officers, the proposed alterations to the façade of the building are considered acceptable within the wider character of the area that exhibits a variety of building designs.

The application, which has now been approved, was submitted by Carlin following effective pre-application discussions with Belfast City Council Planning Service.
