A Rogersville man accused of burgling his neighbor’s residence and exposing himself to a mother and her children is scheduled to appear in sessions Court Monday on multiple charges On Oct. 19 HCSO Deputy Seth Travis responded to a burglary complaint at the apartment complex at 5274 Highway 11-W in Rogersville. One victim reported that an unknown man who resides the apartment next door had picked the lock and entered their residence, but left when confronted.
The victim stated that the suspect returned a short time later and exposed himself to a mother and her two children who were playing in the back yard. The suspect then left in a white Hyundai. HCSO Deputy Michael Davis returned to the apartment complex on Oct.
20 and spoke to the landlord who identified the suspect as Billy Ray Surrett , 46, of Rogersville. On Oct. 25 the victims were presented a photo array, from which they identified Surrett as the suspect.
Surrett was arrested Monday and charged with aggravated burglary and three counts of indecent exposure. He was being held in the Hawkins County Jail on a $50,000 bond pending arrangement set for Nov. 6.
In 2022 Surrett was charged by Washington County sheriff’s deputies with three counts of observation without consent and possession of a prohibited weapon. Surrett was accused of pulling into driveways in the Conklin community of Washington County and asking women to look at pornographic movies on his phone. The weapon charge was for possession of brass knuckles.
