Prayagraj: The Allahabad High Court on Wednesday directed vice-chancellor of the Banaras Hindu University ( BHU ) to file a personal affidavit explaining the delay, which appears to be deliberate, for withholding till date the implementation of a resolution dated June 4, 2021, passed by the executive council (EC) of the university by which petitioner Sushil Kumar Dubey , an assistant professor, was denied promotional benefits . Justice Rohit Ranjan Agarwal passed the above order on a petition filed by Dubey, an assistant professor in a department of the Ayurved Institute of Medical Sciences, BHU, who was denied promotional benefits in spite of the resolution of the EC three years back. It may be noted that Dubey was promoted but later denied promotional benefits by BHU authorities According to the petitioner, he was recommended for promotion from assistant professor stage-two to stage-three at a meeting of the EC held on June 4, 2021, but despite decision taken by the EC promoting the petitioner, its resolution has not been carried out by BHU authorities though over three years have elapsed.

However, the counsel appearing for the VC argued that though the resolution of the EC exists the matter needs to be reconsidered in the light of the letter of University Grants Commission (UGC) dated February 23, 2021.
