The Permanent Secretary, Ministry of Environment, Mahmud Kambari & directors at the ministry during the signing of the performance contract Lara Adejoro The Federal Ministry of Environment has signed performance contract with Directors in the Ministry of Environment to boost service delivery and enhance performance, and efficiency in the ministry. Head of Press and Public Relations at the ministry, Ibrahim Haruna, made this known on Friday in a press statement. The Permanent Secretary of the Ministry, Mahmud Kambari conducted the signing performance contract after sensitisation and training of the nominated staff as Performance Management Champions for runners for the Performance Management System implementation and the Performance Management Team.

The performance contract is in line with the mandate and directive of the Office of the Head of the Civil Service of the Federation aimed at bringing out the best in the civil service by ensuring that every officer contributes effectively to the actualisation of the ministry’s mandate and economic growth of the country. The contract signing with the Directors of the Ministry took place at the ministry’s headquarters, Mabushi Abuja, and this will be replicated in each department to get the best from the workforce. During the signing ceremony, Kambari stressed that the PMS would provide an avenue for measuring the performance of staff on the job and provide mentorship for officers to deliver on their duties effectively.



“The PMS is to bring out the best in every officer in service, in no distant time, this will replace the Aper Form where officers score themselves arbitrarily. “The process will ensure that every officer is contributing effectively and will strive to be efficient in the attainment of all set priorities such as; Financial Priorities, Ministerial Priorities, and the Service-Wide Dimensions,” he said. He noted that the PMS is a laudable initiative among numerous innovations of the Head of Service of the Federation, Dr Folashade Yemi-Esan, put in place to fast-track efficiency on the job and improve service delivery in the country.

Kambari said in addition to improving service delivery, officers will be rated on the job done and rated high for promotions and assigned higher responsibilities, thereby improving productivity in service, he added. The Permanent Secretary tasked the directors to cascade their deliverables to their deputies and other staff. He added that the automation of the PMS in the ministry will be launched in earnest as he assured of his support in achieving it.

This, according to him, will be the yardstick to measure and assess every member of staff for the contracts. He advised departments and units to set achievable targets in their performance contracts and endeavour to realise them. Kambari promised to provide a conducive environment for the realisation of the blueprints for action in a transparent manner for effective service delivery.

In his remarks, the Director, Planning, Research and Statistics, Stanley Jonah, stated that the signing of the performance contract is a significant milestone in the ministry’s efforts in aligning with the HoS directives to upscale service delivery and economic growth in the country. It would be recalled that President Bola Tinubu also signed a Performance Contract with his cabinet ministers that would assist in achieving the presidential mandate of various ministries.
