Under section three of the Road Traffic Act 1988, splashing pedestrians by driving through puddles is illegal as it could be considered driving "without reasonable consideration for other persons". Offenders driving through puddles to deliberately splash people can be slapped with a £100 fixed penalty notice and three penalty points if spotted by the police. Yet, if a driver's behaviour "amounts to a clear act of incompetence, selfishness, impatience, and aggressiveness", they could face a hefty fine up to £5,000.

RAC road safety spokesperson Pete Williams has urged drivers to exercise respect and caution towards fellow road users and those on foot. He said: "Anyone unfortunate enough to have suffered a drenching by an inconsiderate motorist splashing them when driving through a puddle would probably welcome a sizeable financial penalty for the driver.
