Robyn, who owns fashion boutique Whit and Watt at Moffat Beach on the Sunshine Coast, was having a coffee break with her dog outside her store. Council workers claimed her Blue Heeler, Violet, was not under effective control in a public place because the dog's lead was dangling on Robyn's foot and not her hand.

Despite Violet sitting quietly by her owner's feet, council officers still felt the need to approach the shop owner. Days later, Robyn was shocked when she received an $806 fine, Yahoo reported. 'I've got a small business and I'm struggling with that, and the council hits you with this,' she said.



'Violet was on lead, had a collar on, she was underneath my foot.' Posting to TikTok about the incident, Robyn said the council workers were wearing black, which upset her dog.
