The attendance system, which requires employees to register their presence two hours after the start of the workday, has prompted several government agencies to consult the Civil Service Commission. These agencies are seeking a solution to the difficulties their employees face with the fingerprint system, as the full activation of smartphone applications — allowing employees to verify their location and presence at work — has yet to be completed.

Traffic congestion was reported at several sites under the jurisdiction of ministries and government agencies because a large number of employees working in external locations were compelled to gather simultaneously at their respective centers to log their third fingerprints.
