Thiruvananthapuram: The appointment of 186 people at Kerala Medical Services Corporation Ltd (KMSCL) has courted controversy since there are reports that the appointments were done flouting govt norms . It has been found that these appointments have been made without reporting the vacancies or the posts required to state public service commission (PSC), and the candidates were not selected through the employment exchange. In a reply given during the last assembly session, health minister Veena George had admitted to the fact that 186 people were appointed at KMSCL on a temporary basis, of which 135 are still continuing in service.
Of the appointments made without issuing any notification, 135 are still in various positions, according to health department records. The appointments bypassed govt requirement norms that non-PSC appointments must be made through the employment exchange. These details emerged during a recent inspection of the service records of contract and daily wage employees at KMSCL.
For non-PSC appointments, candidates should be found through the employment exchange, and if qualified candidates are not found, then advertisements should be placed in the media. All these procedures were bypassed, allowing a large number of people to enter KMSCL through backdoor appointments made by state govt. The vigilance director had recommended cancelling the regularization of these employees and had objected to their salary revisions.
However, govt went ahead with the salar.
