A retrospective application has been made to use a terraced house on a major road as a seven-bedroom shared house. The plans aim to win permission to use the house on Chorley Old Road as a seven-bedroom HMO with alternations to the basement. Bolton Council’s highways department have said that despite limited on-street parking in the area, they cannot reasonably object to the building being used in this way.

A statement said: “According to the submitted information there is no off-road parking provision associated with the premises. “The proposed change of use will have to compete with the limited on-street parking that is available at that location, although the premises could be considered reasonably accessible to sustainable transport provision which would provide an element of justification to a relaxation of potential concerns relating to parking. Retrospective plans have been put forward (Image: Had & Co) “Acting on the above comments/observations and the previous indicated use associated with the building and planning history, the Local Highway Authority cannot reasonably object to the proposed change of use indicated under this application.
