The chairman of the Clatsop County Board of Commissioners and mayors from cities on the North Coast have signed a letter calling for an immediate pause to a Federal Emergency Management Agency mandate that could hinder local flood plain development. FEMA oversees the National Flood Insurance Program, which creates standards for flood plain development, flood risk mapping and policy enforcement and provides flood insurance to help reduce the socioeconomic impacts of floods. For the last several years, the agency has been working to create an implementation plan to bring the program into compliance with the federal Endangered Species Act.
