Modi's remark during a visit to Jharkhand, due for year-end assembly polls, came against the backdrop of the home ministry and Aadhaar's nodal agency UIDAI filing affidavits in the high court, citing infiltration in six tribal-dominant districts. "The tribal population is declining in Santhal Pargana and Kolhan divisions," he said in Ranchi.
