An oil depot in Russia's Rostov region, which has been on fire for several days following a Ukrainian drone strike, was hit again on August 23, Russian telegram channels report. There was no immediate confirmation from Russian or Ukrainian authorities about the alleged second strike on Proletarsk. A Ukrainian drone attack on August 18 set fire to some 20 diesel fuel tanks with an estimated volume of 5,000 cubic meters of fuel each.

Large portraits of Yevgeny Prigozhin and Dmitry Utkin, the deceased founders of Russia's Wagner mercenary group, appeared in Narym park in the Siberian city of Novosibirsk on August 23, the first anniversary of their deaths in a suspicious plane crash. A makeshift memorial erected near the portraits includes two flags with Wagner symbols. Prigozhin's forces launched a rebellion in June 2023 and briefly took control of the city of Rostov-on-Don.
