Once this mechanic has been unlocked, you'll be able to use your ingredients to come up with consumables based on the recipes/formulae that you've obtained.

The Xu Dog NPC can be found fairly close to the Sandgate Village - Village Entrance shrine. From the waypoint, look back the way you came and search for a nook below a rock formation. The area itself is also near the Lang-Li-Guhh-Baw frog miniboss.
