REGINA — Saskatchewan Premier Scott Moe says cabinet changes announced Thursday signify a new beginning as his government looks to address issues in health care, affordability and education. Moe's Saskatchewan Party was re-elected last month for the fifth-straight time with 34 seats, smaller than before but enough to form a majority government in the 61-seat legislature.
