The 2025 IESE Cities in Motion Index evaluates 183 cities based on their performance across nine key areas: technology, human capital, economy, environment, urban planning, international outreach, social cohesion, governance, and mobility.

The rankings highlight cities that demonstrate agility, resilience, and adaptability. Professors Pascual Berrone and Joan Enric Ricart, co-authors of the index, emphasise the importance of innovation and strategic vision in urban development. According to them, a city’s future depends on its ability to respond effectively to emerging challenges.
